Resource-Limited Information Retrieval in a Distributed Environment

In commercial information retrieval, a trade-off exists between relevance, cost, and time. We present a sound theoretical framework for reseurce-limited information retrieval that enables a user to search for relevant information given time and cost constraints. To use this framework, information providers have to specify estimates of search and retrieval times in addition to contents and accounting information.
