A Software Tool for Evaluating the Effects of Culture on Military Operations

This paper presents the military rationale for developing an improved understanding of culture. Culture-based effects are of increasing importance due to the escalating frequency and duration of asymmetric warfare; this has resulted in greatly increased interaction between different cultures within multinational military forces, in non-government organisations, and in the local populations. A culture-based evaluation tool, the Soft Factors Modeling Tool, is described.
